This is the third in a series of discussion papers reflecting on a health promotion framework for policy initiatives that bear on substance use. This paper explores developing capacity to manage health by attending to culture, engaging in holistic drug education and intervening to encourage more beneficial practices around use. Readers are invited to relate with fellow campus members on how local campus policy action could promote literacy in regard to substances.
